Mykola Katerynchuk: First of all we should think about people, and then about money

“The budget for 2018 states that investments will increase by 15%, however, there are no grounds for such prediction. If we start to seriously talk about investments, we must first of all begin to work on independent courts, infrastructure and legislation, we should do something for people”, – said the leader of the European Party of Ukraine Mykola Katerynchuk on the radio “Era”, commenting on the draft state budget of Ukraine for 2018.

“We do not carry out major repairs of roads, but only average repairs, for which 44-48 billions will be spent in 2018. A special platform “Prozorro” was created for holding tenders, where, due to high competition, the cost of repairs would be lower and the quality of roads would improve. It was planned that about 200 foreign companies would come to this market, but in fact, this money are devided between the four companies that continue to win tenders, because they have leverage on “Prozorro”, but does not even have the proper machinery for carrying out the roadwork”, – commented Mykola Katerynchuk on the problem of road quality in Ukraine.

“If we are talking about the rational use of budget funds, we need to do something with “Prozorro”, because it has nothing to do with transparency now. If 44 billions will be spent for these 4 companies, Ukraine will not get good roads”, – said the politician.

“The same situation is in the sphere of the decentralization reform. In our country it is connected only with monetary terms, at the same time the main thing in decentralization is people. While we still think about money, and not about a people, we will not have any money or people in the country”, – said Mykola Katerynchuk.
