Natalia Kornyeyenkova: The health reform proposed by government will lead to an accelerated closure of hospitals and population extinction in Ukraine

“The state of health care in Ukraine is in a revolutionary precondition, when doctors are not willing to work as before, but the state is not ready to provide conditions to enforce the constitutional guarantees of the right to health care and the right to work for health care employees”, – said the Chairman of Healthcare and Social Development Committee of the European Party of Ukraine Natalia Kornyeyenkova.

“Parliamentarians has already failed in judicial reform, tax and pension system reforms, in reforms of housing and utility services, educational sector and the health care system”, – said Natalia Kornyeyenkova. – “Ministry of Health Care has not generated reference prices, has not approved minutes of medical services yet. Tender purchases do not provide sanitary protection of the population (especially with regard to dangerous incurable diseases). There are no vaccines and even simple cures are unavailable for most citizens. Corruption schemes persist and become even more sophisticated”.

“On the eve of the professional holiday of a health worker the European Party of Ukraine continues to discuss adopted at first reading in the Parliament the so-called health reform (Bill №6327), which actually provided the introduction of paid services in medicine. Soon all citizens will experience a whole load of such medical system, not commercial, but state medicine, without clear state guarantees because this law does not involve any of them, and such warranties are planned to be approved by the Cabinet of Ministers of Ukraine. The economic situation in the state and social security are ignored at all”, – notes the Chairman of Healthcare and Social Development Committee of the European Party of Ukraine.

“This money will not be spent on hospitals development or new medical equipment. What is more important, wages of health workers also will not increase. The bill provides payment for services after they were given, not when the patient comes to a hospital. Funds will appear in a medical facility after they are approved or, what is more likely, not approved by the National Health Service, which concentrate the funds provided for the medical sector and which alone manages them. It has nothing to do with decentralization of the local community budgets”, – she stressed.

“All this will lead to an accelerated closure of hospitals, increased migration of highly qualified medical personnel abroad, inaccessibility of medical care and services and the population extinction in Ukraine”, – said Natalia Kornyeyenkova. – “Despite of the situation in the country and in the medical field, we express our support and gratitude to the entire medical community for their hard work and civic courage. We appreciate every medical worker, who despite all of this every day saves lives of Ukrainians”.
