Valeriy Klochok: Political parties that do not receive state funding should not report to the NAPC

“Political parties that do not receive state funding should not report to the NAPC. It is physically very difficult to do, not to mention about other causes: imperfect forms of reports, separate reports for each local organization, etc. That is the position of the European Party of Ukraine and we will promote the adoption of the appropriate amendments to the current legislation”, – said the head of a central executive committee of the European Party of Ukraine Valeriy Klochok at UKRINFORM during the round table “Political parties: we fund, we control”.

“According to the information provided on the official website of the Central Election Commission of Ukraine there are 350 political parties in Ukraine at the moment. Article 17 of the Law of Ukraine “On Political Parties in Ukraine” establishes the obligation of the National Agency for Prevention of Corruption within two months to analyze reports of property, income, expenses and financial obligations that are issued quarterly and submitted by political parties. Currently, the number of employees of NAPC is 311 people. Concerning a large amount of data provided in the reports by political parties, it is impossible to properly perform the above provisions of the law”, – said Valeriy Klochok.

“Analysis of the reports of the past periods, which is published on the official website of NAPC, shows unsatisfactory inspection of the reports: ignored violations concerning the financing of political parties by entities, the final beneficiaries of which are the citizens of foreign countries, funding of political parties by anonymous persons, that are expressly forbidden by the Law of Ukraine “On political parties in Ukraine”, – pointed he.

“We will apply for the amendments to Articles 14 and 17 of the Law of Ukraine “On political parties in Ukraine”, to restrict the range of political parties that are obliged to report  to NAPC. Also we offer to limit the range of subjects that are required to conduct an independent external financial audit to the parties that receive state funding”, – added Valeriy Klochok.
