“Life insurance of citizens and their safe existence on their own territory can be provided by creating the municipal police detachments subordinated by community. The current crisis in our country has shown the urgency of its introduction and we have already prepared a relevant draft law”, – said the candidate for mayor of Kyiv, the leader of the European Party of Ukraine Mykola Katerynchuk during the meeting with voters of Podil district.
“The first article of the future law states that the municipal police are an armed body of a local government, which is created by village, town or city council for the protection of life, health, rights and freedoms of members of the respective community, their property, environment, community interests. And my main goal, as the mayor of Kyiv, will be to create these groups and I am ready to do it in four months”, – said the candidate for mayor of Kyiv.
According to Mykola Katerynchuk, today the law enforcement system is unable to provide the state and public order, functioning of enterprises, institutions and organizations, protection of people`s lives, health and so on.
“The principle of the municipal police is very simple – preventing offenses and public order, the identification of the offender, arrest and transfer of the offender to the police. Then the police officers together with employees of the municipal police determine the degree of guilt of the offender and the appropriate punishment”, – said the leader of European Party of Ukraine.
The main difference of the municipal police is that the leadership positions there are elected. Thus, for example, the police chief of the respective district can only be the one, chosen by the majority of the community. “Not appointees will keep the law and order, but those, whom people trust”, – said Mykola Katerynchuk.
