Today People’s Deputy of Ukraine, the leader of the European Party of Ukraine, Mykola Katerynchuk submitted his first draft law to the Parliament of VII convocation. He offers the new parliament to adopt a resolution on electing mayors in two rounds (the Draft Law “On Amendments to the Law of Ukraine “On Elections of Deputies of the Autonomous Republic of Crimea, Local Councils and Village, Town and City Mayors” (regarding the electing mayors by majoritarian system of absolute majority) (no. 1098 of December 14, 2012). A similar draft law was submitted by Mykola Katerynchuk to the Parliament of VI convocation. However, it found no support among the parliamentarians.
The draft law provides transition to the majoritarian system of absolute majority for the election of mayors. The adoption of this law will allow members of the local community of the respective cities to elect a candidate, who has real support of the vast majority of actual voters. It will also provide the sense of responsibility and the activisation of the political dialogue between the mayor and the members of the respective City Council. The draft law will create additional mechanisms of realization citizens’ voting rights. In addition, it will strengthen citizens’ political accountability for the results of their voting rights realization.
