Dear colleagues-parliamentarians! Dear Ukrainians!
Now it is time to look at the situation without illusions and to stop hiding behind politically correct words – Russia has made military intervention in Ukraine in violation of all international agreements. The only restraining factor is a threat of a full-scale war, for which Russia is not ready.
People of Ukraine demonstrate determination to protect their land. But we understand that our national armed forces will not deter Russian aggression. It is a result of a consistent and systematic process of destruction of the Ukrainian army, which has been implemented for many years.
So today, as it was during the Revolution, Ukrainian people have to take everything into their hands and organize resistance to the Russian aggression. In this regard, I suggest my colleagues-parliamentarians and the new government as soon as possible to adopt two resolutions that will provide Ukraine`s victory in the confrontation with the Russian Federation.
The first resolution concerns the legalization of all weapons that people own now (except weapons that appears in criminal cases) and free sale of weapons to public. This will enable every citizen of Ukraine to buy weapons without special permission – just on the basis of the passport, since it is obvious that we do have neither resources nor time for the formal procedure. All acquired weapons will be properly registered after stabilization of the situation.
The second resolution concerns the creation of public militia units for the assistance of the Armed Forces of Ukraine. The resolution is aimed to legally and financially provide the formation of public militia units. These units will be created as an initiative of a number of active citizens on the territorial basis. After the formation, the leaders of these self-defense detachments will have to report to the local SBU offices and begin to coordinate work with them. Thus, the SBU coordinated militia units will constitute a Reserve Army of Ukraine and will assist the Armed Forces of Ukraine. Initially, the units will be armed with their own weapons.
In the case of a state of emergence in the country or an apparent outbreak of war, the leaders of the Reserve Army units will appear at military warehouses, where, according to the orders of the relevant authorities, they will receive military weapons, ammunition and munitions for their units.
To normalize the situation in the country, we can not fight on two fronts. We have significantly deteriorated criminal situation. So last week I submitted a draft law on the legalization of self-defense units in Kyiv. I am convinced that local governments must immediately create municipal police, which will ensure the rule of law. I ask every Member of Parliament, who is not afraid to take responsibility, to support my appeal. We can stop the Russian intervention, relying only on decisiveness and invincible spirit of Ukrainian people. So, now it depends on us whether we give Ukrainians an opportunity to prove it in the most effective way or not.
