Due to Mykola Katerynchuk’s opinion “without VAT reforming which is not present in the Tax Code, tax reforms are cosmetic means as well as the uniform reporting being not regulated”.
“Not Reformed VAT is a death to the Ukrainian export. Everything will be the same as nowadays and no changes will be implemented. Besides, the introduction of this law, in my opinion, should be postponed, because if it is entered from January, 1st, 2011 it will be a complete paralysis of any relationships between tax bearers and Tax Administration as judiciary practice has not been generated, hundreds of legal certificates providing implementation of those norms which are registered in the Tax Code are not adopted.
