“The reform of the new enforcement agencies in Ukraine started with the adoption of law regarding the “National Police”. Due to the international technical and expert assistance, the structure of the service has started to change. Also, at the expert level, the reform in Ukraine is controlled by the Georgian experts and practitioners, as their experience in the implementation of the police in the public administration was taken as the basis.
Such effect, as in Georgia, the Georgian experts in Ukraine are not able to achieve due to their limited impact on the implementation of reforms in other related law enforcement agencies, such as the prosecutor’s office and the judiciary “, – wrote Ruslan Chernolutsky, the chairman of the Odessa regional organization of the European Party of Ukraine, in his blog.
“The reform of the law enforcement agencies in Georgia was conducted quickly, on a large scale, and as the results shows – effectively. The official recognition of the success can be considered the statistical data about the level of public confidence in the local police. After the reform, it increased from 4 up to 84 percent. The experience of the USA, Italy, and New Zealand in the organization of the police service has been taken as the basis in Georgia. And in terms of legislation, it ensures a police with an official authority to fight against crime, terrorism and administrative offenses. But the foundation of success in Georgia was the consistency of reforms”, – says the politician.
“For the reasons of the reform process’s fragmentation, the work of the new police structure in Ukraine has shown certain problems that may eventually transform the new police into the old sample. The reluctance and the resistance of the system to conduct comprehensive reforms in the power unit is a serious test for the state as well as for social institutions. And tries of the old nomenclature security agencies interfere with the functioning of the new police structures is a real threat to national security”, – says Ruslan Chernolutsky.
