Tax Code “Killed” 1.6 Million Small Businesses

Tax Code could not be adopted in the form in which it is now. This opinion, on 31 October, during a round table organized by the newspaper Delo, voiced Mykola Katerynchuk, Deputy Head of the Committee on Finance, Banking, Tax and Customs Policy of the Verkhovna Rada of Ukraine.
“My opinion – it would be better if the Draft Tax Code was not adopted in general, than to vote for it in this wording. In 2009, in Ukraine, according to State Statistics Committee, there were 6.5 million people engaged in small businesses, and after the introduction of the Tax Code only 4.9 million of them left. That means that people were actually prevented from working legally. And who will bear responsibility for this?!” – said the official, reports the newspaper Delo.
According to Katerynchuk, the Code does not perform its functions. “What was expected of the Tax Code? First, that it would reduce the tax burden. Second, it would increase employment by opening new businesses, and third, it would improve price environment, and the last – it would not reduce the budget revenues. All these four issues were discussed in the Tax Code, but then it turned out that they just do not work in practice”, – said Mykola Katerynchuk.
“The result is unfolded negotiated system of relations between the taxpayer and the government. They agree on how much you can pay or negotiate the amount of fine”, – explained Deputy Head of the Committee on Finance, Banking, Tax and Customs Policy of the Verkhovna Rada of Ukraine.
