THE STATEMENT- REFERENCE
The European Party of Ukraine
Concerning the possible boycott announcement by opposition forces
Of the elections in local self-governments

Having investigated the basic abstracts of the adopted today in the first reading the Draft Law about local elections (reg. № 6601 of 29.06.2010), we are compelled to stress that this document contains many “problematic” positions aiming at impossibility of the control over counting of votes process by those political forces which are today in opposition to authorities in power. Besides, citizens of Ukraine become deprived of possibilities to be self-registered in local governments due to the Article 38 of the Constitution of Ukraine.

The European Party of Ukraine considers one of the most menacing tendencies the aspiration of the power to put under the total control the principle of formation of all election committees where the results of voting in certain territories are established as a matter of fact. And taking into account mechanisms of the mentioned commissions’ personal staff formation all of them without any exception will consist of the people defined by the central powers instead of the local authorities. Such initiative accurately specifies an undisguised desire of the authors of the legislative initiative to full usurpation of the power by one party and establishment of the authoritative mode in the state.

Taking into consideration this fact the European party of Ukraine is compelled to declare its intention to apply to the state’s opposition forces to refuse participation in the elections in local governments in case that they will take place in antidemocratic rules offered by the Party of Regions.

The previous five years of independent Ukraine nevertheless on the contrary to all lacks promoted the partial establishment of democratic principles of the European sample. Our party, declaring about the struggle for European integration processes will defend democratic achievements and promote their developments due to the European traditions. The attempts to return Ukraine at the time when all decisions in the state are accepted by one person will be met with resolute resistance and will be publicly condemned.
