On December 20, Kyiv City Council decided to review the city budget for 2013. This document, as well as the budgets of previous years, is unbalanced in terms of income through referral to the State budget 50% of PIT in Kyiv. The capital is being transformed from a donor of the State budget to the subsidized city.

If the budget is adopted in the proposed wording for the fourth quarter of 2013, the public sector (education, health, social security, physical culture and sports, etc.) will not be provided with salaries and funds for utilities and energy.

Expenditures on lift maintenance, reconstruction of dormitories, water quality improvement, renovation and major repairs of buildings, which form condominiums, replacement and overhaul of heating networks, energy efficiency and conservation, compensation for the difference in tariffs for housing and utilities are completely absent in the budget of Kyiv for 2013.

Besides, the government does not provide full coverage of social benefits, which are provided by the State. In particular, this concerns concessionary travel.

The figures set out in the draft budget of Kyiv for 2013 let us make a clear conclusion: next year the Ukrainian capital will go on to the economy mode.
